MARTINIQUE: CONGRESS 18 JUIN 2009

Preamble
The institutional development desired by the elected Congress has two objectives related to the same ambition:

Provide a means Martinique mastery of their development and empowerment through an autonomy status within the French Republic.
Two major phases are planned
• The creation of a unique community.

2) We consider that Article 73 and Article 74 contain both benefits and defects. However section 74 provides a perspective of autonomy that has unfortunately the heavy handicap:

3) We believe that to effect a change in status, the people must be fully informed, which is not the case here.

The process is so undemocratic and hasty tends to violate the universal principle of self-determination, which requires the total information, the conscious and deliberate involvement of all.

4) We believe it is legitimate to worry that we will be the principle applied, namely: "one vote before and after we negotiate? This fool's bargain may be fatal to democracy and the healthy development of this country. Indeed, the organic law defining the relationship between Martinique and France, was passed by Parliament after the vote of the people of Martinique: no one can predict the ultimate content of the law before the vote.

4) We believe it would be better: first, negotiate, and to endorse the negotiation by a law which precedes the vote, and therefore public consultation on this double commitment: that of the state and one of the lawgiver.

5) We believe that the danger would have access to an autonomy without power, independent of dependence, autonomy convention essentially formal. For example in 74, there is no opportunity to be empowered in areas of expertise managed by the state (social, fiscal) ...

Seriously! How can I drive without a development policy interventions in these areas?
This is unrealistic, in particular within the field of housing, habitat ecology, urban planning, health ...

6) We believe that this kind of autonomy has the major drawback of a dependence on the whim of a minister or a department head of state.

That is why we favor a constitutional autonomy, which guarantees the right to equality (former conquest) the right to difference, so the initiative, thus endogenous intelligence, so self-government ( modern conquest). It is about respecting the people of Martinique in its historical trajectory towards a complex world, a world of interdependency, a world with multiple global challenges, which gives another meaning and significance to the ideas of autonomy and independence.

7) We believe that going to a status change in precipitation and in the blindness would only plunge us into a syndrome of various risks:
• Risk of questioning the legitimacy of the process of emancipation of the LOOM
• Risk of de-legitimization of local elected
• May be considered the legitimate struggle of burying Césaire for over 50 years, the progress in the autonomy and equality
• Risk to discredit any moves towards a definitive plan of emancipation in this country.
• Risk of a serious failure of the ability of people to self-empowerment

8) We believe that we must take the challenge of negotiating in advance in order to best comply with this double aspiration of the people.
• Equality, yes!
• Autonomy, yes!

And we must continue the struggle to understand France that it can use without a decent return geostrategic wealth in the world (97% of the French maritime areas are located in its overseas territories, or of 11millions km2), continuing to ignore our contribution to its development and expansion, and led her to accept the idea that the mutual attitudes of the first to deploy in our reports is the respect!

9) We believe that to win the battle for access to the Self, we need two conditions:
1. a broad consensus and responsibility that strangles fear.

WE OFFER

A process that would be compatible with the political realities of the moment and our current level of collective consciousness.

This process would involve two steps:
1. - An immediate consultation of the people to the establishment of a unique community with wider powers under an experiment by empowerment for six years.
2. - A second consultation at the end of this six-year period, intended to change final status, on the basis of concrete proposals that our experiment allowed us to develop.

This period of six years will be a period of experimentation, learning and self-imposition of responsibilities necessary for global governance, transverse and consistent.
During this period, our active reflection, illuminated by the action, we allow a negotiation for the profound change of status, which constitute an irrefutable method to avoid all the dangers and inconsistencies of an adventure unprepared.

Thus, it is in full knowledge that the people will decide on the modalities of its emergence in the world.

Avoid failure entailed a binary choice between two items and precipitated imperfect.
Guaranteeing the victory of emancipation through the establishment of an airlock open and experimentation of active reflection.

Ensuring the people a high quality of democracy based on a broad consensus around the idea of a PROCESS OF ACCOUNTABILITY.
